Check out Craycraft Racing. They have one of if not the best 686 kit out there. Plus customer service is top notch. Just get their kit, or have something built for your budget.

About 200-250 bucks. All you need is a bore job, gaskets, and a 102mm piston kit and you've got yourself a 686.

that is how the 686 is attained...... but to get the full benefit you will need porting,carbs,cam,etc.....to keep up with the other draggers! If that is what you do..... but if your on a budget and want a little more grunt just boring it will do that for you!

the cost of a 686 is actually yet to be determined for sure!!! Once you start you never stop, with added power the waek links will start to show themselves so you will upgrade those 1 at a time. Then you will want more power and more upgrades and so on and so on!!

I assembled mine myself, and spent around $1000 to take it from bone stock to a Piped, jetted, camed,K&N, modded 686. Then started the up grades for all the weak stuff I started finding.
