Is it on the bottom of the carb with a cap on it? Also do I need a special tool to adjust it (Motion Pro) with a 90 degree bend?

 

That would be it. Its just forward of the float bowl.
If your hands are small enough, you can use a number 4 flat bit, (home dump and other hardware stores have them) . Just wait for the motor to cool down, before getting your hand in there. Turning out is richer.
