Zero. None of those things increase top speed, unless the bike does not run right to start with.
Taller tires will increase top speed, at the expense of low end.
The mods you mentioned will help at low and mid range, if properly tuned.

 

The recon is a great trail bike and that is it so dont expect it to be a fast reacer too.It just is a kinda slow atv though it can blow the wheels off a 325 Magnum. It is a great quad!
