Eton Viper 90 - No headlights & Low Voltage Output (Charge)

I am still trying to chase my electrical problems. The quad starts and runs fine but no headlights and the charge voltage is 0.8 at idle volts! Removed the positive from the battery and read the volts while the quad was running. With the rear wheels off of the ground and a hard throttle, the ouput voltage will then be 3.0 but not any higher. I cleaned out the Alternator (stator & flywheel area) area which had some dust and junk in it but no change. The lights work when run directly to a power source and I checked the headlight switch which only showed .02 volts at the yellow/red wire. I am sure this is related. I put in a new rectifier and nothing has changed. What is next?

Ok, did the OHM check set at 200, with 1 being the setpoint reading.
Black Wire = 0.2
White Wire = 1 (setpoint) - Never Changed
Yellow/Red Wire = 1 (setpoint) - Never Changed
If someone could interpre the results, that would be great.
