89 breeze sparks on every stroke maybe even more. Revs fine in neutral but lacks power in drive. Any help would be great.

 

A lot of engines have a wasted spark. Is the Breeze one of them? I have no idea and it does not really matter. They all run fine.
You need to check several things.
#1. Do a compression check.
#2. Check out the clutch. If it lacks power one of the sheves might not be opening/closing up.
If it seems to run good my vote would be a clutch problem.

 

I should give more details. The bike fires up right away. The engine revs in neutral but not smooth. In drive it will move but starts to bog out at half throttle. We had it out one night and it worked perfect. The next day we changed fluids, new air filter, and cleaned carb. The air boot between the carb and the cylinder is in rough shape (new one coming). The carb was leaking gas (dripping) none stop, therefore we cleaned it. Gas leak has stopped but now the running issues. We've checked the carb over and over but nothing seems to be out of whack. We will check compression. What psi?

 

Well, I don't think I can diagnosis this over the net. If I have to guess, and I do mean guess, I would say you have a carb problem. Sorry I can't be more help
