Default 07 sp. front storage seal.

I noticed that the 2007 Sportsmans have a rubber cover over the rad cap in the storage compartement. Does this actually keep the front storage compartment dry ? The old style cover didn't keep much water out and I am looking for ways to make the storage water tight. Anyone else have any solutions that allow quick access to the rad cap?
