Default High rev 1996 trailblazer

Okay so i have a 1996 polaris 250 trailblazer that is revving up on its own when its just sitting there (idling) in neutral. the thing is when it starts revving up and reaches high rpm's it just stays there at that exact "speed" even when i shut off the key. the only way i can get it to stop is if i hit the throttle and then it revs down and finally turns off. Also, if i shift into forward before i turn on the quad it doesnt rev up it just idles normal until i start to ride than it will occasionally will rev up and speed up on its own untill i , again, tap the throttle hard then it revs down and i have complete control of the quad's throttle. PLEASE PLEASE HELP ME!! Today i did some work on it, i sealed up a couple cracks in the air box with epoxy and got a new carb boot and attached the air box to the carb with two strap metal clamps, and it is still doing it so i dont think that there is an air leak there, i do not know what to do and i am becoming verrryy frustrated with the thing....please help me so i can sell the thing and buy a new yamaha or something
