Default Rear brake performance disappointing

I put new rear pads on my DS last month. So dar they have been so so. Anyway I bought the sinstered pads. Maybe that was the wrong choice?

I rode yesterday & they worked OK but they made alot of noise when braking. So later my brother says here I'll clean them & sprays carbuerator cleaner (not brake cleaner) on them. I didn't figure it would hurt but now they seem even less effective. I sprayed them with real brake cleaner, no change. So did I buy junk pads or did the carb cleaner ruin them?

Thanks

Maybe the brake system needs to be bled. Also check the fluid level. Just an idea
