Can anyone tell me how to test the rectifier/regulator. The red wire on it shorted to the frame and now my lights go from dim to bright every second.

the only way i know to tell if its working right is my testing the voltage out put. but im sure there must be another way. when its running it should be at least 13 to 15 volts. no more or less i would suspect.
