22/23 to 20/21 tires- Clutch kit needed?

I am thinking about going from stock 22" rear 23" front tires on my 2x4 400 Scrambler to 20" rear 21" front tires. Will I need a clutch kit to keep my R's in the right spot?
As I understand it, I am basically gearing down (going down on front sprocket or up on back). I'd actually like a little more low end "wheelie" power, and I am ok loosing a few MPH on the top, but will I need to adjust my clutching for this?
Any thougts on if this is a good or bad idea?

You will loose all your ground clearance with that set up.If you just want easier wheelies tighten the preload on the rear shock and clutch it a little aggresive like a brown primary spring with wieghts and set the secondary at 2-2. you wont be able to hold the front end down but then you can adjust the preload to wher you like the way it does.

I'm new to quads, but is losing an inch really losing all of your clearance? I ride with banshees and preds mostly, which I assume would still have less clearance.
Also, I know I can clutch for wheelies, but I was thinking shorter, more MX style tires would handle better. I ride track mostly, and I'd like to be able to spin the tires so I can whip it around easier...
