the rear brakes were not working, so i installed new brake pads... the pedal still does not come back up to the normal position after hitting the brakes, and the rear brakes are not working that well... i tried to tighthen to 1/2 bolt at the end of the cable so when i hit the brakes it makes the pads expand more...

any ideas?

 

The arm that the rod connects to has to be adjusted.
