Rubicon stalls when pointing downhill

This happens at the worst possible times. If I am in a situation where I am forced to idle for several minutes while pointing down a fairly steep hill, my Rubicon stalls. It will not restart until I get it to level ground. This usually involves having to get to the bottom of the hill in neutral with no engine. Scary.
This has happened regardless of how much fuel is in the tank, so I don't think it's a vent problem.
Any ideas on A: what is causing this, B: how to prevent it, or C: how to restart without having to get to level ground?

Depending on how steep the hill is, you probably have all the fuel to the front of the tank so the petcock is starving. It idles till the float bowl is empty.
Maybe try switching to reserve would help? But will only help if theres enough gas in the tank to reach that opening also.
