Default 95 400 xplorer 2 stroke fouling plugs

My quad has no high end power, the needle seat was replaced, the jet is correct, the e-clip is all the way up, tried one rage hotter plug 8r7es gapped to .025, checked the float, still no power and the plugs are wet. Tried to check the oil pump index marks but the 2 I can see are on the actuator assembly - the housing has no marks that I can see for reference. I replaced the plug cap too.
Any Ideas?

move the e-clip to the middle sounds like to much fuel at w.o.t. hence wet plugs.hows the air filter or reed valve?

defently move that needle up which means clip down.... take it to middle like sjbr said or second from top try that

would it happen to have weak spark???? are argo eight wheeler did that and after going threw everything we looked at flywheel and some idiot painted it and covered the magnets that genereate spark.... some ideas hope they help but change needle setting on it first and then dig deeper

The way I remember and in the Mikuni VM tuning manual - e-clip up means leaner in mid-range @ w.o.t the jet needle and the needle jet are not a factor past 3/4 throttle.

Do any of you know whe the crank case drain plug is?
