Hodna BigRed 250ES main fuse Problem

Hi,
My big red doesn't want to start with the starter, I have to kick start every time. There can only be a couple of problems to this. I checked starter, starter works. I checked solenoid, current is going thru. I checked all of my wires, they seem to be good. I go to check the battery, voltage is at 11.90v. So, I decided to charge battery. I charged is to 12.65v and still my fuse is blowing. I also tried my car battery, fuse blew as well.
Why are my fuses always blowing ? There's a sticker on the frame next to the fuse box that says "MAIN FUSE 20A" so I went and got a 20A MAIN FUSE at my parts dealer (and yes, it was written 20A on the fuse).
Can it be because my battery is over charged ? If so, how can I get it to a correct voltage ?

If the 20A fuse is blowing, something is shorted somewhere.
I'd begin by looking over the entire wiring harness for any sign of damage... Something smashed, chaffed bare, and so on.
