Default 250R fouling plugs?

Bought an 89 250r today. Supposed to have a 265 stroker motor on it. Anyway I keep fouling out plugs on it after riding it for a few minutes. Sounds like while its idling its building up oil and thats whats making it foul out. The guy I bought it from says it runs best with c12 fuel but I can run it on 93 pump gas. Im running on pump gas right now until I can get some 114 this weekend. Could this be my problem? He gave me some "champion oil" to mix my gas with. I never heard of that name but thats what he ran 40:1. Ive leaned the bike out with the air/fuel screw and I seems to help a little. What suggestions do you guys have. Plug is ngk br8es. Low speed jet is a 52
