this thing keeps fouling plugs. i have cleaned the carb i put new needlejet and jet needle in it ran fine then it still carbon fouled the plugs so i raised the clip 1 notch on the needle and put a smaller main jet in it will ran fine for a while but it inevitabley will foul the plug. i also adjusted the fuel screw (manuel sez 1 3/8 turns out) but found that it needed to be at least 2 turns out then checked the plug and it was black on the rim and greyish on the tip. i can't seem to get it to be a tan color. does this carb need needle valve?

How did the condition start? Was it running fine and then out of the clear blue it just fouled a plug and continued fouling after you replaced the first one or...........?????? A bit more information would be a big help in guessing whats happening.
