1983 200e big red rear drum breaks

hey i just got a stupid deal on a running 200e big red 1983. it needed stupid things like break cables and a chain so notting very costly at all.
any ways i have the rear break cable on the bike now and i can figure out the rear drum. it has a shaft that comes out that has splins and a braket that the cable attaches to. but that shaft can be pushed in to the drum and also pulled back out. here is a pic
the shaft is number 7 and the braket is number 10
the shaft has splins and the braket has the matching ones but the braket is not on the splins so do i get this all to work?
