Restrictor Plate on 400EX?

Is there one on the new 2001 400EX? If so how do I take it off? What does it do if I take it off.

Honda does not do this to there quads. The only thing that you might check is to see if the slide opens all the way. Change the jets and ride it as if you stole it.
