400 Xplorer Running Rich

Default 400 Xplorer Running Rich

I already Rebuilt this thing. New Top end anyhow. And rebuilt the carb.
Most of the time this thing is just putting around. It will go an hour or so before the Plug is fowled with thick black carbon.
We are sitting here around 400 ft above sea level and it's been in the 80's and 90's
It has a 200 Main jet and a 30 Idle jet.The idle mix screw it out over 2 full turns. I have the Needle in its lowest position and even after 30 minutes of running she has a black plug.
Whats next? Plugs are getting expensive.

Needle in its lowest position? you mean the clip is on top? Is the choke hanging up?

Yes the clip is in the top position.
I set the Choke like the book says where I can pull the lever out about an 1/8 inch. Not flipping the lever but just pulling it strait out. So I assume its working. I messed with it several times to make sure. I'm a pretty decent wrench, But this one has me stumped.
Do I need smaller jets? The Idle screw is also In as far as it will go just to keep it idling.
Another thing. I don't have to use the choke to start it . Granted its not be below 65 degrees since I started working on it.

190-200 main jet should be ok (I'm at 600 feet) needle clip should be about 2nd from bottom,30 pilot ok. If carb rebuilt and has new needle and seat,is float arm level with carb body when held upside down? Did you check reeds?

Reeds were Brand New when the engine was rebuilt.
I guess the idle mixture screw gets leaner as you screw out? Counter clockwise?
I'm out 2+ turns there and the plugs are black and wet looking.
Could I be getting oil fouling?

2 turns out about right on air/fuel screw. Might check the oil pump and see if marks on cable and pump body line up and if pump is ok and not frozen or spring broken? Gets leaner as you turn the air/fuel screw out.

I haven't checked the plug today, But I put a new one in after I adjusted the Oil pump.
Turns out it was about an 1/8 turn off. I really had to screw the Cable in. I guess I didn't adjust it very well before.
I put the needle back up on notch and took it for a ride. It was a little rough from idle till it hit the needle. Took the idle mix screw out just over 2 turns.
She runs like a raped ape now.

Just checked the plug.
Still Black and wet.
I don't get it. It runs Great.
I'm not all the great with 2 strokes.
Do the plugs in a well running Two stroke look the same as a good running 4 stroke? Or do they always have a little black and oil?
