Scrambler 500 seized up,. Suggestions...

I have a 99 that was in decent shape until yesterday. It was really cold out and I was running about 15 MPH down the road to try to warm it up and it died. Not very smoothly. Starter won't turn and it won't turn from the manual pull start. I am guessing its a major failure. Any suggestions what it will take $$ to fix it (roughly) . I am guessing its not worth fixing.

PULL THE COVER OFF AND LOOK.If the belt broke it can wrap up around the drive clutch and act like a seized motor.IT will still be movable through the driven clutch

i would bet the motor seized from a lack of lube. even if your resevoir is full, water builds up inside of oil tank, water sinks to the bottom of the tank. that is where the oil pickup is at, water freezes the oil pickup shut, and whala ENGINE SEIZURE. I see this all of the time, mostly from ice fisherman. they don't let there engine run long enough to steam off the water. the unload from trailer drive to hole shut off- half hour later start it and drive to a new hole and shut it off, well after doing this for half the winter there is enough water built up that it freezes the pickup, and then they get pissed because they have to walk back to the truck. they have no one to blame but themselves. these machines are designed to be ran all day long, I don't get why they don't just let them run. It does not use that much fuel.
