06 hawkey acts like i has a rev limiter

Default 06 hawkey acts like i has a rev limiter

i have a 2006 hawkeye that starts and idles fine. when you rev it up it acts like its hitting a rev limiter at about half throttle. when you shut off the gas, it will start to run fine right before it runs out of gas. then when you turn the gas back on it runs fine for a minute and then goes right back to limiting. i have taken off the carb and vatted, checked the choke, took out the float valve and inspected it as well as burnt off the varnish, used valve lapping compound to float valve and seat, changed out gas, found that the vacuum line was dumping fuel into the vacuum line on the carb and then blocked off the vacuum line, checked firing, plugs, etc... it acts just like when its in reverse and you would have to hit the override but doesnt respond to override. any thoughts?

also, the plugs show it is running rich. i have adjusted the the needle and a/f screw to no avail. the way the carb is adjusted, it should be running very lean but is still rich.

sounds like maybe the etc is some how messing up. if it's acting like or is going into the override mode then it shouldn't be the carb. i know some had differnt jets put into them because of rich running but mostly for mountain riding.

by "etc" do you mean the computer or ecm? just not familiar with that term for other than etcetera,
