Default 99 sport 400 wont start-00 scrammy 500 brakes

by everything i have done the following
-fresh gas
-fresh plug
-new starter

now the few things people have said i may need to do is clean the carb and stator.is there a write up/diy for this?i have a ritter stage 1 on the way and would like to get this thing running.
how/what do you clean on the stator?i dont want to mess up a 200$+ dollar part.the quad hadnt been fired up for a while.it started, drove down the street and into the garage.next day it wouldnt start.checking out the carb i found a very very plugged main jet, which was clean.compression seems to be good.

could someone point me to a carb/stator cleaning diy?
--------------------------------------------------------------
as for the 500 i replaced the brake lever/master and i cant get it to firm up.im getting good fluid out of the zerk when i bleed it but it just wont build good line pressure.if i pinch the brake line 10" from the lever it gets hard so i know its not the master.i dont have any leaks, could it be the front distribution block?

The 500 block is infront fo the gas tank hidden on the backside of the steel plate that the steering colum and all the electronic things are mounted.

to clean the carb take it off, totally disasemble it including pulling all the jets out and blow compressed air through the holes and jets. Some also soak the carb and jets in cleaner but im not to familiar with that method.

if its leaking it will cause the pressure to drop when you apply the brakes.
