Default 96 400 xpress blowing back out carb

I have a 96 400 xpress that will not start. I tried to spray some starting fluid into carb and it just blew it back out. Can anyone help?

Default blowing back out carb

I just put new rings in it. Could it be the valves? They fine to me but I have not worked on two cycle engines much.

If you didnt rebore and go with the next size up pisston chances are you waisted your time putting rings in.Do a compression check. The Reed valve could be weak but I would bet the topend
