2000 Kodiak 400 2wd

The other day I have acquired a ^ YFM400A which is in fairly rough shape. Brief story on the bike is 15 year old girl bought it to ride her farm and stopped starting. I spoke with father said starter is bad but when bike ran it ran great except for one big problem is it would not engage in a higher gear. So I said its an auto and he said yea but it wont go past 30ish mph. "Feels like it is tacking out and wont go faster"
Soo...here I am. I am going to pull all plastics off the bike repaint, slight overhaul, and build new racks and bumpers since it was in a collision. With a little multimeter help I have figured that the starter relay/soleniod is not working so thats why starter will not engage. While having this thing apart I want to source down what my issue is with this ULTIMATIC trans. After a few hours of research and little to no result I want to narrow down what the possible issues could be with not going past 25-30 mph. Now I have came across different issues like a possible forward rev limiter issue and possible problems within the trans. What different directions can someone point me in with this bike. Things to look for inside. I am not concerned about going over 30mph since all I will be doing is hauling deer out the woods but a little top speed from time to time could be fun. So if this issue is fixable id like to tear into it!

I would start by disassembling the outer primary clutch sheave to make sure it is clean and free of debris. It sounds like the belt is not being allowed to ride at the outer most edge of the sheave for some reason which is where you get you top end ratio from.
