Kazuma 50cc Meerkat starting problem

I have an '05 kazuma meerkat 50cc. A few weeks ago my son was riding it when it stopped running. We have not been able to get it to turn over since. The starter will work, but it won't turn over. It has approx 30psi compression. I don't know if that is adequate. It has spark and it is gapped properly. I have not replaced the plug yet. I replaced the carb with a brand new one & still have the same problem.
Any ideas?

30 psi will not be adequate for compression. Some possibilities are an improper valve adjustment, valves not seating, bad head gasket, or the need for a top end rebuild. Since setting the valves don't cost you anything, it may be the best place to start.

Do either of you have the service manual for this quad? I have the exact problem and don't want to take the engine apart until I have this manual.
