Please help a newbie out with throttle/idle question

Hi Everyone,
I am a newbie to the forums and to ATV's in general. I recently purchased from a friend a 1999 Traxter with about 346 miles on it. I have had the issues of the shifting which seemed to be fixed by adjusting the idle speed. I will try to explain my new issue that I am hoping you can help me out with...
When I finally got the correct idle speed, the idle seems to change and run too high until I rev the throttle and then drops down to the correct speed. It is almost like it gets a little stuck until I rev it again and then the RPM's drop down to normal idle speeds, which allow me to shift into R, D, P, etc. Could something need to be cleaned (carb)? I hope I am explaining my problem correctly, but basically something is preventing the RPM's to drop down to the correct idle speed allowing me to shift smoothly. If I rev the engine, it seems to "unstick" and drop all the way down.
