Electrical Outlaw 90 problem

My sons Outlaw will not turn over. The battery is charged for sure and there is a weak horn and starter tries to turn, or at least has potential just seems theres not enough juice to get it going.
I am looking at some type of electrical problem. Could this be some type of relay, cdi, ignition switch problem?
Your advice in this matter would be greatly appreciated.

Could be even with a charged battery that the battery may not have enough amps to operate the starter,plus you say the horn is weak also. You can have the battery load tested for a shorted cell at any auto store. Plus if the starter is trying to turn,the starter relay under the seat should be ok. If the battery checks out, then it could be a weak starter ready to go out or sometimes on the little ones the is a idle gear assembly under the clutch cover that could be worn or just dirty not allowing it to turn the engine starter gear. Look under your model under "engine-starter" and will show the idle gear assembly,but I would have the battery checked out first. Browse OPT

I will check the battery first. What threw me for a loop was that once turning on the ignition, and the start button, the horn would blow loud once or twice and then would become very weak. The starter would just continue to be dull and not turn but would sound as if there were some juice going to it. Thanks again. Once I test the battery I'll let you know how it turns out
