Did you bleed from both the rear brake and the main(handlebar) cylinder?

Put a little grease around the master cylinder plunger and see if it helps. No telling how long it was in the package and the seal can get dry and hard and seep air a little. I had to use a brake bleeder and at the same time pump the foot brake constantly to first get the fluid and air moving to the bleeder cup . Once you get it flowing you can usually use a wrench and bleed it manually. Just keep the small reservoir full.
