What is the difference between High Tension and Low Tension and when should you use the High and when should you use the Low Tension settings

Can anyone help answer this for me.

 

One setting is for more bottom end power and one is for top end but I cant remember which is which,
I adjusted mine both ways and couldnt tell any differance between the two settings,so i set it in the middle and left it there.
