All you can do for a start is to check valve clearances, fit a new plug, and check if the old one is sooty or "death white." If that doesn't cure it, check compression, it should be over 90psi, clean the carb out again. If it still runs badly, you may have an electrical problem, coil, CDI, regulator, trigger coil or stator. The regulator can be checked by testing the volts across the battery with the engine running, over 15v and the regulator needs changing. Under 13v max, and either the regulator or stator is faulty.

Thanks for the info... i'll start somewhere... It just runs so good but rpm is limited to i'm guessing around 1500-2000rpms when i try to rev it up... no poping or backfiring! one thing i am wondering is the muffler has been gutted by previous owner.. will the lack of back pressure hurt it?

The pin guide and spring fell out of the needle slide that works up and down in the top of the carb
