Yes,if it still has the original Ducati ignition,it needs the updated Kokusan kit #2202602. Plenty of posts here in the forum if you want to check it out or just google Sportsman 700 ignition problems and you will find quite a few. Several different symptoms, hard starting, idling, back firing and some just died to never crank back up. Kit has the new stator, flywheel, cdi, coil, regulator and jumper wires. Here's a good video on this.

It has a new stator and has the conversion kit over to dc. Can't think of the name of it for some reason.... could fouled plugs cause this issue as Well? I know the polaris conversion is the way to go I just don't have the extra 800$ at the moment lol

That still may be the problem. The cheaper RM kits use the original Ducati stator lighting coil for an ignition source. I've had these coils go out also and that's why I've always been leery about this set up.To me it's a patch job.If the stator goes, you have to find another used Ducati stator. The Kokusan kit does away with the Ducati system entirely. You may be lucky and change the plugs and see if that's the problem. Or if that doesn't solve it,it may be carb related. Plenty of good quality rebuild kits on ebay that could take care of that.02-06 POLARIS SPORTSMAN 700 NEW SHINDY K&L PRO CARBURETOR REBUILD KIT 18-0469 | eBay
