My 2016 Tao Tao will not start. I checked the fuel bowl but that apparently is not the issue. Would it possibly be the spark plug???

Could be anything, but the plug is the place to start looking. Take it out, re-fit the lead, lay the plug on a metal part of the engine and turn the engine over on the starter, if it doesn't spark, try again with a new plug, if it then does spark you have solved the problem. If it still doesn't spark, it may be coil, CDI, stator/pickup coil or wiring. If it sparked on the original plug, change it anyway, but check if you have compression before fitting it. Did you blow out all the jets and passages when you had the float bowl off? If not, the carb could still be the problem.

 

How do I blow out the jets and passages???

 

Compressed air, best to remove the jets and blow them out, then blow out the holes they came from. Make sure you don't blow away any O rings or washers in those holes though.
