Default commando 100- no top end power

Hi everyone,

Im new here because I am STUMPED! I got a commando 100 2 stoke from a buddy of mine, and after playing with it all night I cant get this thing to run past half throttle.

I started by pulling the carb, and cleaning it. Set the fuel mixture and idle, put some gas in it and it fired right up. I let it idle for a little. it has good throttle response down low, but once the RPMS start to climb it just boggs out and dies. I believe its running too rich as the more you lean it out the better it runs. Even when you screw the mix screw in the whole way it still isn't enough to make it run up high. I thought the exhaust might have been clogged so I took it off. No difference. I adjusted the needle from the bottom notch to the top. No difference.

Before I blow this thing up, I figured I would ask you guys what you think. Im at the point where I think I need a new carb, but I honestly don't even know what this thing is. The only stamping on it is a tag that says 93.5 cm3. My friend says its a gy6 engine, but after some reading im not convinced it is. Im attaching some pics below I snapped this morning, and hopefully someone has played with one of these before.

Doing some research it appears the engine is a minirelli 1pe50qmf. Does anyone have any tuning tips or specs for these? compression numbers? jet sizes?

I recon it is the standard 90cc Chinese two stroke used by dozens of Chinese and Taiwanese makers about 2000 to 2005. Polaris used it back then and Apache still use it, and have tuned it into a racer with water cooling. The electric choke's normal position is choke ON, it is an excess fuel type so, if it doesn't switch off, will be feeding excess fuel all the time, would have thought that would be more apparent at low revs though.
