‘99 Sportsman 500 Odd Engine Stutter

So I recently purchased a ‘99 Sportsman 500 with about 2400 miles and it starts up, idles and runs perfect except when you get it to 30MPH and beyond it starts to sputter and lag after you really crank on it. In neutral if you give it throttle after its warms itll rev up for the most part but under load it will sputter and run a little rough. Im aware of the camshaft issue but I dont think this is really it. So i took a video and Im not sure how to post but even at low and mid range it stutters and I took off the airbox and it spits fuel out of the intake! You can see the float going up and down and hesitating.
