Hello
I have a 1994 400 2 stroke that wont start , the starter solenoid by the battery just clicks when I try with electric start. Also when I try to pull over by hand, it pulls over very hard... and cant start that way either. Are you able to verify solenoid by jumping the terminals ? Could it be hydro locked with fuel in crankcase causing both scenarios ?

Was this ATV ever submerged for an extended period of time? If it was then it is possible. But in reality hydrolocking due to fluid in the crankcase is unlikely because it would take a lot of water or fuel (a quart or two maybe?) in the crankcase to cause this. Typically when seals for the water pump fail you fill the counterbalance oil reservoir with coolant not the crankcase. To check you can drain the crank case by removing the drain plug. Note that underneath the engine are 3 drain plugs. One is for the crankcase, one for the counterbalance fluid, and one for the recoil housing. You could unscrew the crankcase and recoil housing drain plugs to see if any fluid comes out. Do not unscrew the counterbalance plug unless you are prepared to replace the counterbalance oil.
Once you confirm if there was fluid filling the crank case, normal engine troubleshooting steps should be checked.
1) Is there spark? Check the spark plug while you're pulling the rope to see if you're getting an arc.
2) Is there adequate compression? Over 115psi will usually run well but I've heard of 400Ls with as little as 100psi that will still run but are tougher to start when hot.
3) Is there fuel? If the engine is firing but not running after squirting fuel into the carb then a clean and rebuild is in order.
Finally, you should be using a 40 to 1 pre-mix fuel during your trouble shooting phase because you have not confirmed that the oil injection system is working yet.
