Have you used an ohmmeter to check what the hub is reading? Both of my 2000 year hubs read 23 ohms when metering at the unplugged plug under the front hood. Does the reverse limiter work? My 2000 was not engaging 4x4 but did not have the light in the switch. From what I found on the wiring diagram is that the ground for the system comes from the reverse rev limiter module. I added a ground connection to the frame and all worked for me. Do you measure 12 volts from the wiring plugs to the hubs? If so that would eliminate the need for the additional ground.

Measure the ohms of each hub and confirm 12 volts from the plugs going to the hubs and probe the plug only. Do not connect common lead to the frame.
