Gear indicator dose not blink and this is the first time that happened, we tilt the atv on the side when we tried to unscrew the oil bolt and it might just be frozen because we don’t have a shed for it yet and it was uncovered during winter and it’s still snow and kind of cold in north and what would happen if there was too much oil in it?

If you are referring to the 200 to 2013 Rubicon, almost impossible to get too much oil into it, but the thing won't drive if there is too little oil. Great life saver for those engines, they never seize due to oil shortage as they refuse to drive long before they run too low to lube the engine. Dipstick top level is about 1" below filler cap on them.
