Scrammy 400 wont rev

Default Scrammy 400 wont rev

I recently bought a 1995 400 scrambler. Guy said it runs well after it has warmed up which is true. Problem is that it takes about 8-10 minutes of idling before it is ready to rev up. It starts great and will sit and idle with no issues but if i try to give it throttle it just bogs and wont rev up. Once it has excessively warmed up it runs pretty good for an old atv. I took off the carb cleaned it found it had a #30 pilot jet and #260 main jet, clip on needle was at second position from the top and the pilot air screw being adjusted from 1 turn out to 3 turns out doesn’t seem to fix the issue.
Does this sound like a too much fuel issue, not enough fuel issue or something else entirely.
Also is 260 main jet too large for this carb, my rebuild kit came with a 200….
PS it has the same issue before and after i cleaned the carb and air filter doesn’t seem to make a difference on or off and i replaced the spark plug.

the pilot is a #30, the main is a #250 according the Polaris parts break down. make sure the enrichen (choke) plunger is not part way open when it's getting too much gas. if the plug is wet gas fouled or very sooty black then it does sound like to much gas. guessing, but it seems like the air screw would be more then 1 turn out but its a long time since i played with one.
