Just got a letter in the mail from our friendly "fish police". I won't bore you with the whole thing but one paragraph is disturbing:

"New legislation requires that beginning October 23, 2001 all ATVs must be registered with this Department, except those used solely for farming or business. There is no longer an exception for ATV used soley on your own land. The type of registtation required for ATVs that are used solely on land leased or owned by the owner or operator of the ATV is called "limited" registration. Limited registration is free and does not expire; however, a registration plate is issued by this department and must be affixed to the ATV."

I don't know how the rest of you feel, but someone telling me that I must register an ATV that never leaves MY property is VERY disturbing. So now what, some jack-booted DCNR gestapo can fine me for having an unregistered quad on my property??!! I see problems here. They can kiss my ****. what, are they going to come to your house and ride around on private land to see if you have an atv or not, they are pretty stupid, plus where are you supposed to put a liscence plate on a quad? i think my raptor looks pretty nice but to mount a plate on there is retarded

Busted

Just got busted this weekend for being on state land. Mind you I was about two hundred feet from my property line when this happened. Here in New York state I now know from the ticket that they have to be res. even if on your property and if you go off from it you also need insurance. Your also baned from state forest truck trails as that is where I was turning around. Begining to wonder why I got this thing ? The state wants the money but your not aloud to ride any place.

Well I'm screwed!
I bought my blaster from a kid in WV. He didn't have any type of registration and the only proof I have that I own it is a hand-written bill of sale signed by the both of us. Plus, he wrote the wrong year on it so it says my blaster is a '91 when it is actually a '93. The state doesn't know I own an atv, so I won't be recieving the form. If I have to, I'll register some other way, but they'll never see the plate on my quad. I'll keep it under the seat, but those plates look dumb!

Ok. I’m one for less government involvement in every aspect of my life. But give me a break. I’m assuming you have to register your cars, boats, motorcycles and snowmobiles. So what if PA requires you to register an ATV it’s free and non-expiring unlike MN. Big deal if it never leaves your land. You can’t possibly prove that it doesn’t anyway. One good point might be that if your ATV were stolen and sold out of state it could be found and returned.

The problem is, it isn't free. You have to pay $20 every 2 years. Granted, that isn't much, but I've heard they have plans to make insurance required. Insurance is cheap right now, but once they make it manditory, the price will skyrocket like it does for everything else.

Well guys, it looks like PA is catching up to the rest of the country. It could be a lot worse. Take CT for example, you have to register your quad and the registration is yearly and based on the value of your machine (could cost over $100) but there is still no place in the entire state to ride a quad legally... Most states have required registration for many years; it's nothing new.

Also, as far as insurance goes it's very cheap. If you can't afford $20 every 2 years and maybe another $60 per year for insurance then maybe it's time to take up a new hobby like knitting or basket weaving. Insurance won't skyrocket when it's mandatory; in WY where I live it's mandatory to have insurance to ride your quads on public land or streets/roads but I only pay $61 per year for a Banshee for liability. Full coverage is only $151 per year and that covers an extra $1000 of custom parts.

An ATV is no different from a car, motorcycle, snowmobile or PWC. It's a vehicle, it can hurt people and is used on public land and has a liability that goes along with it's use. Also, be glad that PA has public land that you can ride on at least.
