Whats the horsepower rating on a foreman 450 es??

What is the horsepower rating on a foreman 450 es???

The title says around 28hp, measured at the crank I think.
Dyno Jet used to have a dyno chart for the 450, and it topped out at 12hp at the rear wheels.

My title says 23.9 horsepower for my 450,and the title for my rubicon says 22 horsepower,cant understand how the 450 has more,must be taken at different RPMs.

I have seen it somewhere at about 22hp
