Well, at least not in Michigan! Anything over 500cc is NOT defined as an ATV under Michigan law! I wrote to the DNR here and this was thier response:

<< Off-road Recreation Vehicles, ORVs, are regulated under Part 811 of Act 451 of 1994. One type of ORV is the ATV (All Terrain Vehicle). Because your Polaris has an engine displacement greater than 500 cc, it is not defined as an ATV. It is still defined as an ORV. So your Polaris is regulated as an ORV under Part 811, but is not subject to a few specific regulations that apply only to ATVs. The regulations than are different for ATV are for their operation by children. Persons less than 16 years of age may not operate a 3-wheel ATV. Persons less than 10 years of age may not operate a 4-wheel ATV except on private land while performing farm related work operations. Persons at least 10 but less than 12 years of age may not operate a 4-wheel ATV except on land owned by the parent or guardian, while in visual supervision and with an ORV safety certificate. Persons who are at least 12 years of age but less than 16 years of age may operate a 4-wheel ATV with visual supervision and an ORV safety certificate.

The other regulations for operation are the same.

Kind of intresting! So, what I have bought is not the biggest "ATV", but rather a very small "ORV"!!!

Well, to tell youthe truth, I haven't had to deal with them much after the initial sale. From what I have heard from a few other people, they are one of the best, service department wise, in the area. I bought my first quad from Anderson's but they had that typical "used-car salesman" attitude- Jan's was not that way at all. I ordered my winch from them and they got it to me rather quickly with no BS involved. So far so good with them!

Oh, by the way, I notice your signature says "Sportsman 700 EFI"! EFI? WHERE? HOW? DO TELL!

Jack, You said you got your winch? Which one did you get, warn 2500? I have'nt seen one installed on the 700 yet. Do you mind posting some info about yours? {Type of winch , type of brackets , ease of installation , you know....all the poop!} And heck, while your working your butt off to satisfy my curiousity , might as well post a pic of the thing! ha ha..... really any info would be appreciated. I am going to install one on my "very small ORV".

the sp700 wont be EFI untill 2003, at least according to an "insider" over at highlifter.

I believe Polaris had a special winch and winch bracket made for the sp700. The winch is a regular warn 2500 except the terminals are connected at a different point. This is because the winch has little room around it in its "home" on the sp700.

Don't mind filling you in at all! lol
You know that "grille" between the low-beam headlights? Well, that "grille" is actually a cover for where the winch goes. You remove that "grille" and you are left with a nice depression in the bumper where the winch and mount slide in. I bought the 2000# Warn kit, my dealer said that the 2500# was a waste of a lot of extra money for what little more pulling power you got. I was willing to buy the 2500# but he convinced me that I didn't need to fork out the extra dough- kind of unique for a dealer to NOT want to take more money from you! I figure that if Warn recommends a winch with a single line pull of 1.5X the weight of a vehicle for thier automotive winches then I should be able to pull out a 750# quad with a 2000# winch! Not to mention that goes to nearly 4000# with a ******-block! Everything I bought was straight Polaris branded stuff- Polaris part#2874036 (2000#) and #2873459 (2500#). BOTH kits come with the ROLLER FAIRLEAD unlike if you buy from Warn direct- then only the 2500# comes with it standard. The mount is a VERY simple piece of steel that basically cradles the winch and then another piece of flat steel is used to "sandwich" the bumper between the winch mount and itself. It ties in to the frame as well. A pretty trick, and simple approach to putting a winch on if you ask me. As far as I know the 2500# winch is the exact same winch as the 2000#, only the seloniod and wiring is heavier-duty plus you get a remote switch. I bought a handlebar mounted toggle switch made by Warn for the 2000#- the stock "rotary" switch is iffy at best but this optional toggle looks way beefy.

Just a note for those of you having a hard time finding out just what Polaris is going to offer in the way of accessories. I wrote to them and asked them about it. They sent me a "700 Fit Chart" that lists all the accessories that they are making (or are going to make) for the 700. The list for the 700 IS NOT as vast as for the "lesser" Sportsman's though so if you are one that likes to put everything AND the kitchen sink on your quad then don't get the 700!

If you write them (via snail-mail) at:
Polaris Sales Inc.
2100 Highway 55
Medina, Minnesota 55340-9770
...and request a "700 Fit Chart" then I am sure they will send you one too. It's about 5 pages total. You will find that most dealers are clueless as to what is made for the 700 so this is a good way to go and only costs you $0.34!!!

JACK,
I was the one that refered you to Jans for repair work.Steve[mechanic] is one of the very best and allways looks to keep the customer happy.Problem is,he needs more help there,he's doing all the ATV stuff himself and I although I feel he's doing a GREAT job,I feel the poor guy is OVERWORKED.

The DNR is absolutely correct in the definition differances between an ATV and an ORV.I'd like to see if you noticed the FLAW in this law??

According to the LAW,you could not let your 9yr old boy ride the 125cc 4 wheel ATV he owns because he is UNDER the LEGAL age to to operate an ATV in Michigan,HOWEVER,because there are NO age restrictions placed on ORVs in Michigan,if this same person had a TRAINING certificate and direct supervision of an adult on a LEGAL designated Mich trailhead, you could LEGALLY let this person ride your 660 Grizz,650 Rincon,650 Kawi twin,DS 650,or ANY QUAD with an engine size that is LESS than 50cc or EXCEEDS 500CC.WHY??Because its not an ATV anymore, its an ORV,and ORVs have NO age restrictions.

Some BS hey???

Bill

Jack, Thank you for your time and information. I don't have much experience useing winches, but I do understand load and force etc. I'll have to agree with you on pulling a 750# quad w/a 2000# winch , and if you add a ****** block it's either come'in out or you'll pull it's face off! lol Thanks again, Dale W.

MUDDY:
Yeah that whole thing is crazy. Typical governmental garbage. I really don't know why they included the engine disaplacement in the definition of an ATV but I am sure some committee spent weeks and weeks and hundreds-of-thousands of dollars of tax payer money to come up with that definition!

Ths State of Michigan wants you to buy a Raptor 660 "ORV" for your 12 year old I guess...
