I am asking about the small tube coming out the bottom of the carb,,it seems to have a small inline filter,,but the tube is not connected at the other end,,is this just a vent? if not should it be hooked up somewhere?

That is the overflow tube for the carb. On inclines, the fuel level in the float bowl might get too high, so instead of dumping the extra fuel into the engine, possibly flooding it out, the extra fuel drains out the tube. What you refer to as an inline filter is a check valve to prevent water from coming back up the tube when crossing creeks or playing in deep water. The check valve is a good idea, but unfortunately, they often fail and let water in the carb. The symptoms are spitting and sputtering, loss of power, and possibly dying. The carburetor needs to be drained if this happens. The tube should not be attached anywhere.........just hangs there.
