Hitting a rev limiter is not a problem - getting rid of a rev limiter doesn't fix anything, there is nothing to fix. The rev limit is set at 7700 by Bomb because there is little to gain from a stock motor past this point so they figured why bother going higher - save on motor wear. If a rev limiter is hit, then shifting needs to happen sooner.
I have a RWR CDI for the performance gain offered by the advanced timing - this is what allows the DS to actually pull past 8000rpm in 5th gear - the stock timing curve would not allow this, even if it had no limiter. I still don't rev past 8500 in any of the lower gears though - there is no need - shift to the next gear first. The meat of HP porduction is well below this.
