Default help with front brakes on a sportsman 500

Finished up with new pads on front brakes and am wondering are you supposed to screw back in the allen screw that was initially taken out to be able to get the old pads off and the new ones on. I notice it seems if you tighten it in all the way, it causes the pads to drag on the disc, but if you back it out just a little it stops rubbing. There appeared to be locktight on the threads when I took it out. Would this be on there so you can pick where you want to leave the allen and it will hold its position?? Thanks for any input.

According to the service manual, you tighten the screw until the stationary (outside) pad makes contact with the disc and then back of 1/2 turn.
