99 BearTracker engine won't shut off?

The engine starts fine on my BearTracker but it won't shut off. The engine keeps running with 1) either the main switch off or the run/stop switch off or 2) both switches off. In order to start the engine I must have both switches on. Now I turn off the gas to stop the engine.
I looked at the schematic and found both switches are wired to drive a single line (CDI out) which goes to the CDI. From the schematic it appears either switch can ground the CDI out signal which in turn kills the engine I suspect the CDI is bad and thats why the engine won't shut off. I am at a loss to explain why the engine would start if indeed the CDI is bad.
I checked both switches independent of each other with an ohmeter and everything is fine. I also ohmed out the CDI out wire and it looks ok. I guess next I will measure the voltage on the CDI out line when the switches are in the off position. If I read 0 volts and the engine is running this tells me the CDI is bad.
If you have any ideas on this let me know. I figure it will take another 6 pack to solve this problem.

Hmm, i dont know how to fix your problem, but here is an easy way to turn it off without turning off the gas. just pull the Choke on full-choke, and the engine should bog down and die within a few seconds. that should work. good luck.

My engine won't turn off problem turned out to be much easier than I thought. The problem was dirty wiring harness contacts. I opened up the harness connector going to the CDI unit and the contacts were dirty and after cleaning up with WD-40 and re-assembling it works fine. The engine shuts off with either the main or run/stop switch now.
Now if I can only get the idle speed right. I dismantled the carb and throughly cleaned it with carb cleaner. The inside of the carb had a layer of crud. Two of the jets were plugged so I opened them up with a small wire.
Does anyone know which direction to turn the power screw to lean the engine; in or out?
