Default Is it wrong for me to refuse registering my quad in NY?

I know it seems off topic but it has to do with riding areas.
I live about 30 miles South of Albany and there are NO legal places to ride around here.

I got my 400EX used and did not pay sales tax.
I'm trying to not register my quad NY cuz I do not want to pay tax to a state that gives us nowhere to ride.
And the registration fee's were supposed be for setting up riding areas!

I'll be riding in the Massparks in East MA,and I will paysales tax to mass on the 400EX and register in MA,cuz I will be riding there.

But as far as NY goes?
I don't want to give NY ANY money regarding my ATV.
Is this attitude wrong?

No, IMO it's not wrong.

I also am amazed that the State Of Rhode Island has banned all riding on public land, but yet by law we still have to pay to register them in this state?

Doesn't make much sense to me, it's total BS.

I had the same debate with myself and decided to register. I agree with you completely, but let me explain why I registered. NYS so far has received over $8,000,000 in registrations. They instituted registrations to generate money so that they can build trails. They revoked that, but kept the registration. That's morally wrong and not fair, but, on the other hand, it's not illegal for them to do that. So be it. It is estimated that only approx. 30% of all ATVs in NY are registered. The ATV community is on the verge of organizing themselves in this state (similar to how snowmobiles got organized over the past 20 years). If more people register, then we will end up FORCING the state to take a look at the program and either come up with new legislation to create trails or to drop registrations completely. The more $$$ that they "take" from us, the bigger the issue will become. Surveys have shown that people who have their ATV registered support an increase in the fee (even double) IF we get trails in return. This is win-win. So I registered in order to support the forcing of the issue. Take a look at the chart in my pictures. I have to update it with 2002 data, but sales and registrations are increasing dramatically. They can't keep ignoring millions of dollars. [img]i/expressions/face-icon-small-smile.gif[/img]

I would like it if you registered to support my position, but around 70% of ATV owners in the state agree with you! I can't say that you attitude is wrong at all. But if you ride off your property, it would be wise to get insurance for your ATV. Legally speaking, you HAVE to register, but you only have to get insurance if you ride off property you own.

There is a legal riding park closer to you than me (I live west of Albany). I believe it's in Modena NY, which would probably be within an hour of you. You can probably find info on the web.

Ya know what registering and paying for insurance means to me???....I will tell ya. I went thru all this time and expense in case some PolicePerson comes up to me and says something about me riding. I know its wrong to ride on someone else's property (How would you like someone getting on your quad and going for a ride) think about it....Even if all goes well and you don't tear up someones property, you can't justify being there because....WHAT....NOBODY STOPPED YOU!!!!! You do what you can do. This is America where we try to do our thing and if we get caught we deny or talk our way out of it. SOooooo.....you register and insure because this is the only protection you have for riding illegally in the first place. Our local Police Dept. raffled off a new quad for $10 a ticket. I asked him when i win it where can I ride it? He said "Do I know a farmer who has land"? Duh... Anyway, write to your local County Legislature and any others in authority who can delegate change cause that is what we need. WOW, I sure feel better.

I had my ATV registered in NY because if you were stopped by the DEC, they checked your license, registration, insurance, and made sure your plate was mounted. When I got stopped, I didn't have my plate on my quad but had my registration and proof of insurance. I was ticketed and it cost me $50. My friend was not registered or insured and it cost him over $100 in fines. I have since moved but to pay $10 and save money in the long run on fines is well worth it to me at the time. I just didn't think they would be sticklers about my plate.

As far as any of the registration money going to develop new trails, I don't see it happening anytime soon. New York is so far in debt from September 11th, they will just keep using this money to help offset their deficit. They are already talking about raising the sales tax again because of the lost revenue from all of the business that used to be in the World Trade Center that has since relocated to New Jersey.

I hate to have such a negative outlook on the trails situation in NY, but I lived there long enough to know that ATV recreation is not a top priority. We will never have as much access as the snowmobilers because most of them don't like ATVers in the first place to even consider letting us use their trails. The farmers are not gona let us use their property because they have been ticked off at one time or another in the past by some direspecting ATV riders who chewed up their property. And the police have been instructed to stop us from riding anywhere it isn't "legal" like along railroads, the thruway, old railroad beds, etc.

I'm kinda stuck in the middle of all this.
I know its the right thing to do for me to register,and it might save me fines later by doing so,but it truly pissed me off when the registration money that was set aside for trails was yanked in favor of other things.
not illegal.....but immoral......yeah. Especially when there is no place to ride as it is now.

I'd pay 100-200 a year to register if it gave me a place to ride.
Even if I had to pay another 100 to buy a yearly trail permit I would do it!
Hell,I paid 6100 for a quad,1200-1500 for trailering.
Whats another couple hundred if it at least gave me someplace to go without looking over my shoulder for fear of getting arrested?

well said lboy. i feel the same way. money is no object if having a place to ride legally and hassle free is the result. there are way too few spots for us to ride now.
