There are two issues here. The tranmissionis difficult to get into low if there is torque on the gears such as being on a slight incline. Rocking back and forth removes the pressure and allows movement into low. This is normal and there is nothing I know of you can do about it. If your machine is new, with few miles, it will loosen up a little,but the issue will always be there. Some machines are easier due to manufacturing tolerences, and some more difficult, it's just the way of things.
If there is an adjustment problem - like moving the shift lever all the way forward and not (or barely) engaging low - then the way to accomplish the adjustment is with the adjusting toggle at the forward end of the shift rod, not movement on the splines of the shift shaft. Experiment by using a turn or two at the most. You'll know when/if you've gone too far, the shift lights will be out of sync or will fail to light when they should. It doesn't take much.

You might also want to check your idle speed. if it is set too high which can make it difficult to shift.
Depending on the year of your machine, there should be a short black shaft with a round black **** on the end attached tothe carb. Turn it while the machine is running to increase or decrease the idle speed.
