2000 500 4x4 question

Can someone tell me if the front axles of my machine should turn if the machine is in 2 wheel drive?
I have lifted the machine up, and in 2wheel drive, when I turn one front wheel the other turns. Additionally, one will not turn independantly of the other.
I have tried the same thing on my Yamaha Kodiac, and each front wheel spins independendantly of the other without the axle's truning.
The reason I tried this was because my cat seemed to be real slugish. Like a the brake was on.

I would think that by not having the hubs lock in and out, it would drastically effect stearing ease.
yes - no ???
I just say this because my Yamaha does lock in and out.
any other ideas on what might be happening?
The Yamaha is a 400 and the Cat is a 500 but the Yamaha seems to have a lot more power and pick up. Both are stock
