Default Charging problem

I've got a '99 300 4x4, and I can't keep a charged battery.
As long as I have a fully charged battery, it runs great. If not my bike
won't even start.
My guess is it's my Volt.Regulator or magneto? Dose anyone know
how many volts my regulator shoud be puting out?

Any help would be great!

When running you should have a maximum of 15.5 volts at about with about 1500 to 2000 rpms. Over 16 volts and the regulator is bad.
