DVX 400

Hey!
Recently bought a new '07 DVX, BUT it's restricted.
Seems we've gotten it down to a restrictor in the rear end of the silencer and a screw on the steer restricting the throttle.
Coulden't see any in the intake. Or by the air filter. Could be one in the exhaust pipe from the cylinder and before the silencer... But havent checked it.
So, anyone got any experience around this?
Seems restricting on these aren't too usual around the world. Damn Norwegian laws, hehe!
Any help would be nice!

Due to Norwegian law an ATV reg'd for road use can't have any more then 21 BHP.. So, they restrict it. Intake, thumbthrottle, filter, trottle wire and exhaust are the mose common ones.
It's not sound restrictors, but the sound definatly goes down as the engine etc. gets restricted.
Seems we've gotten it down to a screw on the trottle lever that shortens the distance it can be rev'd and a welded in restrictor in the back of the muffler...
If no one knows anything else?

Put bigger/heavier tires on it for dyno testing. then go back to normal ones..
